Despite its completion in March 1934, the vessel faced numerous challenges, including mechanical issues with its diesel engine and damage from a typhoon, delaying its active service until September 1938.

The onset of the Pacific War catalyzed its conversion into an aircraft carrier, a process that faced setbacks from the Doolittle Raid but ultimately concluded on November 28, with the Taigei being rechristened as the Ryuho.
